New Grad & Quant Hiring This Week (Aug 31–Sep 7, 2026)
Three things mattered this week. Stripe's new grad software engineer req reopened after being closed for most of the summer, and Jane Street added full-time new grad seats in Singapore and Hong Kong — two of the few non-lottery paths a US-educated international student can take seriously. Meanwhile 20 September 2026 has quietly become the most important date on the calendar for two unrelated reasons: Optiver's Amsterdam trading programme closes applications that afternoon, and Presidential Proclamation 10973 — the legal basis for the $100,000 H-1B fee — expires the same day unless it is extended.
The third thing is quieter and better news: August was the technology sector's calmest month for layoffs all year.

The Stripe reopening is the one worth acting on today. The posting is owned by Stripe's University team, covers New York, Seattle and the South San Francisco headquarters, states a US base range of $122,100–$134,400, and requires a degree obtained by summer 2027 with no more than 18 months of professional experience excluding internships (Stripe careers, retrieved 7 September 2026). It lists no closing date, which in practice means rolling review. Applr's own New Grad 2027 tracker had Stripe marked closed as of 1 September, so this is a genuine reopening rather than a listing that was always there.
The Optiver deadline is the hard one. Career Kickstarter is a five-day programme at Optiver's Amsterdam office running 30 November to 4 December 2026, open to BSc and MSc students at European universities graduating between September 2024 and September 2027, with travel and hotel expensed. Successful participants can receive a full-time graduate trader offer. Applications and the online assessments both close at 17:00 CEST on 20 September 2026 — the assessments are not a formality you can finish afterwards. One detail catches people out: Optiver requires you to already hold the visa or travel authorisation needed to attend at the time you apply, not at the time you travel.
Interview and process changes
Nothing publicly confirmed changed this week. The standing state of play is unchanged from earlier in the year: Meta's AI-enabled coding round, which replaces one of the two onsite coding interviews with a 60-minute CoderPad session where the candidate works alongside an AI assistant, has been running as an invite-only pilot since October 2025 across E5–E7 and M2 (Hello Interview, updated October 2025). It has not been publicly extended to new grad E3 loops.
If you are preparing for a standard loop this autumn, treat the AI-assisted format as something to be aware of rather than something to plan around.
Comp, layoffs, and expansions
Challenger, Gray & Christmas released its August report on 2 September 2026, and for anyone graduating into this market it is the most useful document of the week:

The reason breakdown matters as much as the totals. Restructuring led August at 16,173 announced cuts, followed by market and economic conditions at 15,260 and closings at 6,743. Artificial intelligence accounted for 3,462 — fourth place, after leading the category for five consecutive months. One month is not a trend, but it is the first month this year in which AI was not the headline justification for cutting headcount.
The largest single tech action still working through the calendar is TikTok's: the US joint venture is closing its Nashville office on 5 October 2026, cutting 250 roles including content moderation staff (TechCrunch, 6 August 2026).
On the other side of the ledger, Citadel Securities posted record second-quarter trading revenue of $7.3 billion with net income of $3.3 billion (Bloomberg via Yahoo Finance, 27 August 2026). Firms with quarters like that do not usually expand new grad headcount proportionally — they expand bonuses — but they do keep their graduate programmes open, which is why the quant board still looks like this against big tech:

The gap is real, but so is the age column: the quant reqs have been open for two months and are deep into rolling review, while the big-tech reqs went up last week. If you are applying to both, the quant applications are the urgent ones despite feeling like the long shots.
Visa and policy
Two live threads, and both have September dates.
The $100,000 H-1B fee is currently blocked, and its legal basis expires on 20 September. A federal district court in Massachusetts vacated the fee policy on 8 June 2026 on four independent grounds, finding it functioned as an unauthorised tax; on 24 July 2026 the First Circuit declined the government's request to reinstate it during appeal, holding the government had not shown it was likely to win (Klasko Immigration, August 2026). Proclamation 10973 itself was a temporary twelve-month restriction that lapses on 20 September 2026 unless the administration extends, renews or reissues it (Buchalter, 13 August 2026). The merits appeal remains pending.
Separately, DHS has proposed the same policy by regulation instead. A proposed rule titled "Fee for Certain H-1B Petitions" (RIN 1615-AD20) was posted to the Federal Register on 24 August 2026, setting a $103,265 fee on cap-subject petitions — including beneficiaries with US master's degrees, who are not exempted — with a 30-day comment period. DHS projects $8.8 billion in annual revenue from roughly 85,000 cap-subject filings. Cap-exempt employers such as universities and qualifying non-profit research organisations are outside the proposal (VisaVerge, 24 August 2026). A proposed rule is not a rule, and comment periods exist to be used.
The anxiety is visible: a Blind Tech Industry thread on hiring standards for H-1B candidates collected 5,494 votes in three days (retrieved 7 September 2026). Anonymous forum sentiment is not evidence of anything, but it is a fair read on the temperature of the conversation the week before the cliff.
In the UK, the Graduate Route deadline is now the number to remember. For non-PhD graduates applying on or after 1 January 2027, the Graduate visa grants 18 months instead of two years; PhD graduates keep three years. Applications submitted by 31 December 2026 still receive the full two-year grant (DavidsonMorris, retrieved September 2026). If you finish a UK master's this autumn and your application could plausibly land either side of New Year, six months of job-search runway is riding on getting it in during December.
What to do this week
1. Apply to Stripe today if you graduate by summer 2027. Rolling review with no deadline means the effective bar rises weekly while the page looks identical.
2. If you are at a European university and can reach Amsterdam, start the Optiver application now. The online assessment closes with the form at 17:00 CEST on 20 September — leave yourself a week, not a night.
3. Check whether the Jane Street Singapore or Hong Kong seat fits you. A non-US office removes the H-1B lottery from the equation entirely.
